Compare the domain rating in Google and other search systems. If the other engines rank the site poorly, there is a problem with it. If there is a big difference in the indices (the site position in other systems is in the top 10 while in Google, the position is lower than 60), then Google is the cause.

Make sure that the Sandbox effect is actually present for the whole site, not a specific keyword or page.
